Brief explanation of Section 508
Section 508 (29 U.S.C. 794d) requires that federal agencies' Electronic and Information Technology is accessible to people with disabilities, including employees and members of the public, comparable to that provided to the public who are not individuals with disabilities. Section 508 establishes requirements for any EIT developed, maintained, procured, or used by the federal government. The term EIT is defined by the Access Board in regulations published December 2000.

Notice of rights
The Architectural Barriers Act requires access to facilities that are designed, built, altered, or leased with federal funds. The Access Board's accessibility guidelines and standards are available here.

DISA/DOD background
The ABA is codified in 42 U.S. Code § 4151 through 4157 and defines how the Secretary of Defense is responsible for ensuring individuals with physical disabilities have ready access and use of DOD buildings and facilities whenever possible, by prescribing standards for their design, construction, and alteration. The ABA applies to facilities designed, built, altered, or leased with certain federal funds, and non-federal facilities which were built or altered with federal grants or loans. The ABA requirements also have defined exceptions and limitations.
In October 2008, the Deputy Secretary of Defense adopted the government-wide standards documented in Title 36, Code of Federal Regulations, § 1191 as part of the DOD standards to comply with the ABA – DoD Memorandum - Access for People with Disabilities.

Enforcement
The United States Access Board is the federal agency responsible for enforcing the ABA and will accept complaints about buildings believed to not meet these standards. If you suspect a building does not meet the standards, file a complaint on the Access Board’s Complaints webpage. Complaints may be filed anonymously.
Personal Assistance Services under Section 501 of the Rehabilitation Act
As part of the DISA’s obligation to engage in affirmative action, federal agencies are required to provide Personal Assistance Services to individuals who need them because of certain disabilities. See 29 C.F.R. § 1614.203(d)(5). PAS are services that help individuals who, because of targeted disabilities, require assistance to perform basic activities of daily living, like eating and using the restroom.
