GENERAL COUNSEL (GC)

MISSION

The General Counsel acts as the legal advisor to the Director, senior staff, and all other DISA personnel, providing legal guidance and opinion on all problems and issues related to the DISA mission.

FUNCTIONS

  • Represents the Agency in litigation, provides accurate, insightful, and innovative legal direction and advice on all legal matters impacting the DISA mission, including, but not limited to: procurement matters, fiscal law, base closure, intellectual property, employment-labor relations law, and employment discrimination law.
  • Provides telecommunications and regulatory advice/litigation support to the Agency and all of DoD.
  • Advises the Director, DISA on request.
  • Reviews and analyzes proposed litigation and/or regulatory activities affecting the communications industry.
  • Participates in Federal Communications Commission (FCC) and State Public Utility Commission proceedings.
  • Provides advice and legal review for DOD/DISA international agreements.
  • Reviews all FCC decisions, relevant National Telecommunications Information Administration (NTIA) and Office of Science and Technology Policy (OSTP) decisions and policy documents to assess the impact on DoD/DISA activities.
  • Advises appropriate organization elements which may be affected. Subject areas include: international and domestic communications issues, frequency allocation, satellite and terrestrial facilities, long distance, base level communications, and cable television issues.
  • Acts as Designated Agency Ethics Official responsible for all matters relating to standards of conduct, ethics, and financial disclosure.
  • Acts as the initial denial authority for Freedom of Information Act (FOIA) requests.
  • Acts as the Alternate Dispute Resolution specialist for the Agency.
  • Acts as the DISA debarment and suspension authority
