Global Electromagnetic Spectrum Information System (GEMSIS) is the joint program of record that will transform spectrum operations from a pre-planned and static frequency assignment into a dynamic, responsive, and agile capability. The capability will provide a joint architecture for devices using the electromagnetic spectrum that extends the Global Information Grid (GIG). GEMSIS will deconflict spectrum use, integrate spectrum operations into net-centric operations, account for existing electromagnetic spectrum infrastructure in the area of responsibility, analyze and minimize electromagnetic environmental effects utilizing modeling and simulation techniques. GEMSIS will increase efficiency of the DoD spectrum use by eliminating inefficient preplanned and static frequency assignment. Also included in GEMSIS are automated tools that reflect spectrum operations in support of operational mission planning and rehearsal, simulation-based acquisitions, and national-level spectrum management.
The GEMSIS Program Management Office (PMO) will deliver these capabilities using an evolutionary incremental acquisition approach. GEMSIS Increment 1 will include two capabilities: 1) Coalition Joint Spectrum Management Planning Tool (CJSMPT), which provides an integrated radio frequency (RF) spectrum management, modeling and simulation, and planning capability; and 2) Host Nation Spectrum Worldwide Database Online (HNSWDO), a web application that facilitates warfighter deployment and communications by providing worldwide visibility of host nation RF spectrum dependent equipment’s supportability. It automates distribution of host nation coordination requests and Combatant Command (COCOM) submission of host nation supportability comments.
GEMSIS follow-on increments will provide spectrum management capabilities to further enhance the ease of use, efficiency, and effectiveness of spectrum management. The GEMSIS PMO will federate future capabilities and services through a net-centric catalog of services. This action enables the transformation of the current stove piped spectrum management capabilities to an autonomous and adaptive environment that accelerates the warfighter’s ability to effectively and efficiently manage the electromagnetic battlespace.
