To Our Valued DITCO Customers:

As the new Director of DISA's Procurement Directorate, it is my distinct honor to present the 2009 DISA Contracts Guide. This Guide has been updated to provide you our most current list of contracts available from the Defense Information Technology Contracting Organization (DITCO).

DITCO’s professional workforce procures global net-centric capabilities and supports customers through timely, quality and ethical contracting. We strive to meet this mission by offering many diverse contracts for telecommunications and information technology services, systems, equipment and support. As you look through the 2009 Guide, you will notice many contracts are performance-based, flexible and easy to use. Our DITCO contract specialists can assist by issuing task/delivery orders for you, or in some cases, your own contracting officers can take advantage of our “decentralized ordering.” Decentralized ordering allows you the flexibility of ordering and administering your task/delivery orders. Either way, you receive the services you require quickly and efficiently and receive the best value solution.

DITCO awarded new contracts which now appear in the 2009 Contracts Guide such as ENCORE II. As other new contracts are awarded, we will post them on the 2009 DISA Contracts Guide on our web site, www.disa.mil. We also recommend that you visit our web site at http://www.ditco.disa.mil/hq/contracts/index.asp for additional information on all of our contracts.

This year the DISA Customer Conference theme is “One Force. One Focus. Connected.” Our DITCO contracts have been striving to achieve this goal for several years. Our contracts enable interoperability and joint use systems for our joint warfighting forces. We stay “connected” to our customers by collocating with them at strategic locations. We have offices to support you in the National Capital Region, IL, Germany, HI, AK, Japan, and Behrain.

We are funded completely though Defense Working Capital Funds. As a member of the Defense Working Capital Fund, we charge our customers a fee-for-service. Our goal is to recover our operating costs, not to make a profit. In FY2006, DITCO lowered its long-standing fee-for-service from 2% to 1.25%. This allowed us to return accumulated surplus to our customers from previous fiscal years. We have now drawn down to our break even point, so in FY2010, we will return to our original 2% fee. This 2% fee should provide sufficient revenues to break even over the long term.

The Procurement Directorate has outstanding personnel who are committed to providing excellent support to customers and the warfighter. We look forward to helping you meet your mission needs.
