The Spectrum Enterprise Services (SES) Division assesses emerging spectrum technology and develops advanced spectrum management concepts and enabling capabilities to provide warfighter access to the electromagnetic spectrum when and where needed. The SES Division is responsible for development and maintenance of DoD spectrum enterprise systems, including the Global Electromagnetic Spectrum Information System (GEMSIS) Program, Spectrum XXI spectrum management system, Spectrum XXI Online project, Federal Spectrum Management System, Spectrum Common Operational Picture project, Spectrum Technology Testbed, supporting DoD spectrum data repositories, and spectrum data exchange standards. Data Branch, and the
Systems and Technology Branch .
GEMSIS PMO
The Global Electromagnetic Spectrum Information System (GEMSIS) is the joint program of record to transform spectrum operations from a pre-planned and static frequency assignment paradigm to one that is more dynamic, responsive, and agile. Incremental releases of GEMSIS capabilities will provide existing spectrum management capabilities in a net-centric environment while enabling the transition to device self-synchronizing spectrum use. GEMSIS will promote the efficient and effective use of the electromagnetic spectrum by replacing pre-planned, static, man-in-the loop frequency assignment business processes with processes that are more automated and dynamic. These new business processes will be enabled through automated tools that support global operations, mission planning and rehearsal, simulation-based acquisitions, and national-level strategic spectrum management.
The Program Office provides total acquisition lifecycle management of the GEMSIS program and other Spectrum Management initiatives, from requirements management through planning, execution and fielding while providing business process re-engineering. It is responsible for providing the warfighter with integrated, adaptive and on demand Spectrum Management Tools, data and services in a responsive and cost effective manner. The Program Office uses warfighting requirements from the Combatant Commands, Services, and DoD agencies to implement sustainable solutions. It ensures effective, efficient and responsive planning, programming, budgeting and execution of resources to support GEMSIS goals. It also ensures the application of systems engineering processes while integrating mechanisms for balanced solutions addressing capability needs against design, technology, budget, and schedule considerations and constraints. In addition, the Program Office interacts with CAE, ASD/NII, CAPE, JS, Combatant Commands, Industry, and others in IPTs and other forums in support of its lifecycle spectrum management responsibilities.
Data Branch
The Data Branch is led by the DoD Spectrum Data Administrator and tasked to collect, standard, and distribute spectrum-related data for the DoD in support of spectrum management and other spectrum-dependent operations. The Joint Spectrum Data Repository (JSDR) includes US and International frequency assignments, equipment characteristics and supportability status, platform and unit equipage, and spectrum-dependent space information. The JSDR is accessible through the JSC Data Access Web Server (JDAWS) on the SIPRNET. In the near-term the Data Branch is task to develop data quality assessment capabilities and to extend the functionality of the JSDR and user access. The Data Branch also represents DoD interests in national and international XML standard development for the machine-to-machine exchange of spectrum data.
Systems and Technology Branch
The Systems and Technology Branch assesses emerging spectrum technology and develops enabling capabilities in support of DoD spectrum access by warfighters employing legacy and emerging systems. The Branch supports the globally deployed joint standard spectrum capability, Spectrum XXI, and the development of the next generation tool, Spectrum XXI-Online. The Branch also supports the development of the Federal Spectrum Management System and key DSO initiatives such as the Spectrum Common Operational Picture, Spectrum Technology Testbed, and Dynamic Spectrum Access.
