To access the DISN Video Services network bridges you must become a subscriber. Please note, however, that due to the limited number of Integrated Services Digital Network (ISDN) resources currently available to existing DVS-G users, DISA NS24 (the DVS Program Management Office [PMO]) has determined that new ISDN subscribers will be determined on a strict case-by-case basis and, in most cases, will only be authorized using a "one-in, one-out" policy whereby the DVS business office will have to identify an existing site to be removed for every new subscriber proposed. For example, a prospective EUCOM site requesting ISDN service might be approved if another EUCOM site is discontinuing its service.
The PMO strongly encourages the use of SIPRNet for satisfying new and existing customer secure VTC requirements. All requests for new secure IP VTC service will be authorized and requests from existing customers to add the IP transport to their profile will be authorized. Attention: Non-DoD Registrants In accordance with CJCSI 6211.02C, Defense Information System Network (DISN): Policy and Responsibilities dated July 9, 2008, the Combatant Commands, Services, and Agencies are now responsible for validating the requests to connect non-DoD organizations (such as a contractor) to the DISN. This change is designed to give Combatant Commands, Services, and Agencies better visibility into the activities under their purview.
The basic connection approval process is as follows: - DoD Sponsor fills out request template letter, develops network topology
- The DISA Service Manager for that network reviews letter and topology to make sure it's an appropriate solution
- Appropriate Combatant Command, Service, or Agency validates requirement
- OSD(NII) approves
- Sponsor submits Validation, Approval, and Certification and Accreditation package to DISA Classified/Unclassified Connection Approval Office
It is important that the sponsor stay involved in the process to make sure the paperwork moves along. Please initiate Non-DoD/Contractor Facility requests for DVS through the DGSC. Step 1
In order to be eligible to subscribe to the DISN video services network, your video teleconference facility (VTF) must be certified and accredited. Click here to review the complete DoD Information Assurance Certification and Accreditation Process (DIACAP) for VTFs.
Step 2
Step 2 is getting access to the hub services that DISN Video Services provides. A Site ID (which you need to schedule a conference) is obtained by following the steps below. You're welcome to contact one of the DVS offices in your Area of Responsibility (AOR) below with your questions. They can also provide tips and guidance on the information that is required. Sites unable to test within forty-five days of registering with DVS will have their requests returned to the Registration Contact.

B. Registering for Classified operation levels of service, with or without Unclassified service
- Fill out Site Registration Form on-line.
- After you have submitted your Site Registration, contact the theater representative above for your proposed DVS Site ID. The Site ID must be reflected on the dated signature sheet from your Authority to Operate (ATO or Interim ATO) and your equipment configuration diagram. Fax the ATO and the diagram to your DISA AOR above.

- This list is current as of August 2009. Equipment on this list has been evaluated for compliance with TEMPEST/2-95A. If you have a switch or a dial isolator that is not on this list, please contact your Vendor to verify that it's in compliance with TEMPEST/2-95A. The following notice pertains to current DVS customers who are submitting Connection Approval Process (CAP) documents for renewal of DVS Classified and/or Unclassified service.
Special note for DVS customers who have installed and are using non-evaluated A/B switches for switching between Classified and Unclassified video conferences in an H.320 environment: Your switch may not provide you adequate security in a Classified VTC environment. Although the use of these switches had been previously authorized, it has been determined by the DISA Certified Tempest Technical Authority (CTTA) that some of these switches conduct signals exceeding acceptable levels, even when the switch is in the OFF position. Customers wanting to keep an existing implementation, and continue using an unapproved switch should indicate this fact on their ATO, by including the following statements. 1) The site specified in this ATO uses an unapproved A/B switch. 2) The DAA has determined that the risk is acceptable, because of countermeasures in place locally, which prevent disclosure of classified information that could be conducted off of (or from) the A/B switch.

Step 3
In compliance with the DoD Information Assurance Certification and Accreditation Process (DIACAP) and in meeting Information Assurance (IA) requirements, DD Form 2875, System Authorization Access Request (SAAR), is required of all DVS subscribers. DD Form 2875, instructions to assist you in completing and faxing the form, and Frequently Asked Questions are available for downloading.
All individuals MUST submit a DD Form 2875. Please be sure to list every DVS Site ID (if applicable), so you can be successfully linked to your associated site(s) and are able to conduct business on their behalf.
Step 4
In order to access the secure/restricted side of DVS-WS, you must be a registered user. Please ensure that all your site's video personnel are registered. For those who are not, please complete the online User Registration form.
Note: Existing users should login and complete the User Profile Change Request Form. You can request a change in your Privilege Level, Theater, COI, Scheduling Group, and/or Site Association. You can also request to be deleted from the database.
What Happens Next
DISA will assign a Site Identification (Site ID) code for record and billing purposes and direct the office that controls the Crypto keying material to send it to you (when applicable). The Site Contacts will receive an e-mail directing them to call the Joint Interoperability Test Command (JITC) to begin testing their equipment and confirm their profile configuration. Two days after successful completion of this test, another e-mail is sent to the Site Contacts telling them to schedule a validation test with AT&T. AT&T gathers technical information about your facility and ensures your compatibility with the network.
