Can I bridge into a VTC using IP?
DVS is transitioning to DVS-II. FOC for DVS-II is currently scheduled for early 2010. H.323, IP VTC will be open to all qualified customers at that time. Currently, under DVS-G, IP is only provided to down range users.
How do I register for DVS? How do I get a DVS Site ID?
To get a DVS Site ID, you must register your VTC equipment and designate a Primary Facilitator to be associated with your Site. Because we are in transition, to fill in the Site Registration Form on-line go to https://dvsops.scott.disa.mil/oconus/. You will need to create a User Name and Password. Since this is your first time to enter this location, be sure to click on the blue box to CREATE NEW ACCOUNT. This is only to allow you to work on the document and save it if you cannot finish in one sitting.
In the boxes where the PDC and the TSR are required, please type “X”.

Unclassified and Secure or Only Secure Service:
If you are requesting unclassified and secure or only secure service please follow all of the steps in 1.B. You must submit the Access Approval Document (AAD) http://disa.dtic.mil/disnvtc/AAD.doc, your dated signature sheet from your Authority to Operate (ATO or Interim ATO). Samples are at the end of our Annex F http://disa.dtic.mil/disnvtc/annexf.pdf, and a drawing of the equipment configuration http://disa.dtic.mil/disnvtc/configdrawing_c.ppt Samples of these documents are all in the Becoming A Customer section. Please be sure to review the list of approved switches (http://disa.dtic.mil/disnvtc/red_black_peripherals.xls). If you are not using approved switches, the ATO can specify this and that risk is accepted. If you have no switches, and manually bypass the encryption, please place this note on the diagram.
Unclassified Only Service:
Please submit the ATC-R form http://disa.dtic.mil/disnvtc/atcr.doc and Configuration Drawing Example http://disa.dtic.mil/disnvtc/configdrawing_u.ppt documents by Fax (DSN) 314-434-5312, (Com) 011 49 711 68639-5312 OR scan and email. Samples of these documents are also in the Becoming A Customer section 1.A.-Registering for Unclassified operation level of service only.
After you submit the Site Registration, you will be contacted to tell you your DVS Site ID. The Site ID MUST be on all other document. It is strongly suggested that you email or fax all documents at the same time. Please ensure that you can submit all information and documentation within 30 days. If you believe it will take longer, we suggest that you start working on the ATO, AAD, and diagram first. Call and we can decide on a Site ID first. Note that a Designated Approval Authority (DAA) is an O6 or above, GS 15 or above, or has a letter of appointment. The Air Force, Navy, and DISA have a single DAA. Be sure that all personnel associated with a site submit a System Authorization Access Request (DD Form 2875) and fax or email also to the number above. Put your Site ID in Box 27 and designate if you are the primary or alternate facilitator.

How do I schedule a DVS conference?
By submitting a DD 2875, an individual can be associated with a Site ID and be a registered DVS user. You will then have access to the scheduling system. On the DVS web site in the Current Customer section is Training for the Scheduler. This course is designed for DVS users who will use the system primarily for VTC scheduling. When you complete this course you will be able to schedule VTCs, run reports, use planning tools, and update user and site profile information.

Non-Resident / Resident Phase Facilitator Certification Training
In the Current Customers section under training you will also find “Non-Resident Phase and Resident Phase Training”. It should be noted that the link for Resident Phase registration will not be visible until either a Non-Resident Phase has been scheduled or Non-Resident Phase has been completed. Note: Non-Resident training is computer-based. Resident Phase Training is taught in Williamsburg, Virginia.
