CONUS FUNCTIONS

OFFICE OF THE COMMANDER, DISA CONUS (RN)

Mission: DISA CONUS provides our mission partners secure, responsive, assured global communication services; dedicated professionals advocating for the warfighter!

Functions:
  • Operate, defend, and sustain enterprise infrastructure and services
  • Provide mission assurance to enterprise infrastructure and services
  • Perform engineering support of enterprise infrastructure and services
  • Provision and implement enterprise infrastructure and services
  • Train, equip, support, and sustain the Command
  • Manage the request fulfillment process for DISA’s GIG Operations directorate
  • Maintain and update the geographic location tables for DISA to ensure accurate management decision-making regarding locations/concentrations of services and circuits for DoD and other Federal Agencies
  • Represent OPS interests in cross-functional management decision meetings
  • Apply industry best practices to improve and streamline the request fulfillment process to gain efficiencies and maximize effectiveness of the workforce while maintaining mission goals
  • Administer military personnel, manpower, and awards, performance appraisals and evaluations

 

DIVISION & BRANCH FUNCTIONS


Request  Fulfillment Process Office (RN_A)
Provides global guidance, direction, and decision-making in order to optimize service delivery for the Combatant Commanders, Services and Agencies of the Department of Defense and other Federal Agencies.

  • Manage the request fulfillment process for DISA’s Operations directorate
  • Maintain and update the geographic location tables for DISA to ensure accurate management decision-making regarding locations/concentrations of services and circuits for DoD and other Federal Agencies
  • Represent OP interests in cross-functional management decision meetings
  • Apply industry best practices to improve and streamline the request fulfillment process to gain efficiencies and maximize effectiveness of the workforce while maintaining mission goals


Business Management Division (RN1)

Provides direction and implements policies providing management direction across the full spectrum for financial management, contract services, security operations, facilities and property management, and human resource management in support of CONUS’s mission, goals, and objectives.

  • Administer civilian personnel, manpower, awards, employee development, DISA Performance Appraisal System
  • Administer the financial budget
  • Provide industrial, physical and personnel security for military, civilian and contract personnel
  • Manage and maintain property accountability
  • Provide contract management oversight
  • Execute and manage facilities and space management
  • Manage the Internal Control and Quality Management program
  • Develop and maintains policies and procedures


Security Management Branch (RN11)

  • Manage and maintain organizational Information Security, Physical Security, Personnel Security, Industrial Security, Operations Security, Anti-terrorism/Force Protection, and Security Education/Awareness programs
  • Manage and maintain organizational Sensitive Compartmented Information (SCI) and SCI facility (SCIF) management programs
  • Manage and maintain organizational Communications Security management, Secure Voice, and Cryptographic Access programs
  • Manage Security Forces for Physical Security of the Facility


Personnel & Finance Management Branch (RN12)

  • Develop Budget Estimate Submission and Program Objective Memorandum
  • Manage funds control of Annual Operating Budget
  • Government Travel Card Program Coordinator
  • Defense Travel System Program Management
  • HR Liaison for DISA MPS HQs and Operations HQs

Mission Support Branch (RN13)

  • Develop and maintain organizational tactics, techniques, and procedures
  • Coordinate enterprise business strategies and integrates industry best practices through management of the unit’s Internal Controls Program
  • Monitor continuous process improvement and conducts internal audits associated with DISA’s Quality Management System Program
  • Liaison for organizational public affairs
  • Develop plans, executes and manages facility construction, maintenance and space management
  • Provide Strategic Facility Planning to support the DISA CONUS mission
  • Manage and maintain 100% control and accountability of all DISA CONUS owned equipment, assets and property


Task Management Branch (RN14)

  • Provide interface between government, contractor workforce, and DITCO contracting officer regarding the employment, utilization and performance management of contractors supporting DISA CONUS activities
  • Assist the contracting officer to define requirements, obtain appropriate funding and identify required government furnished information or equipment/facilities for contracted functions
  • Monitor contractor performance and engages organizational Quality Assurance Reviewers to validate and eport contractor performance
  • Provide Enterprise Liaison/Oversight on all contracts/task orders supporting/impacting DISACONUS


Plans & Programs Integration Division (RN2)
Identifies, initiates, plans, coordinates, monitors, and integrates internal and external projects and plans using an enterprise approach while ensuring efforts are synchronized with strategic goals.

  • Unify organizational project management procedures and approaches
  • Create and maintain comprehensive project plans
  • Provide project leadership for organizational matrix projects teams
  • Plan, track, implement and oversee new technologies and missions
  • Prepare or assist in the preparation of plans defining/designing future technologies
  • Support the planning, fielding, and implementation of DISA Programs
  • Oversee organizational project portfolio
  • NetOps Readiness Review Board liaison
  • Perform project/program/portfolio analysis, evaluation, and review; coordinate stakeholder support, and employ enterprise-wide project management approaches throughout the project life cycle to achieve project success


Command Integration Branch (RN21)

  • Initiate, plan, coordinate, and integrate projects and efforts affecting DISA CONUS using industry best practices and ensures synchronization between the strategic goals of the command and the Agency
  • Develop project management products to more effectively manage the CONUS adoption of new technology or processes to include change management strategies, tactics, techniques, and procedures
  • Interface and engage project stakeholders to establish consistent governance that is common and repeatable across projects to optimize resources
  • Establish and maximize the automation of project communication, status reporting, and project workflow


Mission Integration Branch (RN22)

  • Identify, monitor, and integrate emerging critical services and capabilities affecting the missions performed by DISA CONUS to include Network Operations, Network Assurance, Operational Engineering, and Request Fulfillment
  • Evaluate existing strategy, policy, procedures, technology, Doctrine, Organization, Training, Material, Leadership and Education, Personnel, and Facilities (DOTMLPF) to influence and communicate readiness to support critical services and capabilities
  • Interface and engage project stakeholders to establish baseline doctrine that is common and repeatable across services and capabilities to optimize resources


Operations Division (RN3)
Leads the Global NetOps Support Center in the centralized management of the DISA Enterprise Infrastructure, within its area of responsibility, in operating and assuring the delivery of services and capabilities in support of the Combatant Commands, Service Branches, and DoD Agencies.

  • Coordinate and mitigate Authorized Service Interruptions that impact/potentially impact DISA CONUS customers
  • Direct and manage NetOps for DNC CONUS and execute Tier 0/Tier I Enterprise Management functions
  • Provide Enterprise Infrastructure Protection and Computer Network Defense Service provider Tier II Net Assurance services
  • Provide mobile customers with DISN services via STEP and Teleport facilities throughout CONUS


ASI Coordination Branch (RN31)

  • Coordinate systematic maintenance of the Enterprise Infrastructure by planning, notifying, monitoring and facilitating concurrences for the ASIs program in support of the Combatant Commands, Service Branches, DoD Agencies, and Federal Agencies
  • Coordinate ASIs with other theaters, to include Southwest Asia, Europe, and Pacific theaters


Network Operations Branch (RN32)

  • Operate, maintain, and provide situational awareness for identified portions of the CONUS and inter-theater Enterprise Infrastructure backbone in order to support Combatant Commands, Service Branches, and DoD Agencies with critical command and control network communications and DISN services
  • The Operations Branch is prepared to execute Network Operations Continuity of Operations for other DISA Theater Network Operations Centers and the DISA Command Center

Network Assurance Branch (RN33)

  • Provide Network Assurance functions for the DISA Enterprise, Combatant Commands, and DoD Agencies that subscribe to DISA as their Computer Network Defense service provider
  • Monitor and provide situational awareness for CONUS and the GIG Enterprise Infrastructure backbone as an integral component of the DoD’s Defense-in-Depth
  • Focus on strategic mitigations for vulnerabilities and analysis processes (Attack Detection, Diagnosis, and Response) aligned with USCYBERCOM’s Dynamic Network Defense Operations resulting in an optimal network security defense posture/hygiene in support of the war fighter
  • Conduct Network Defense Continuity of Operations for DISA Network Operations Centers and Enterprise Services Directorate


Operations Section (RN331)

  • Conduct Real Time Analysis and incident response actions for the DISA Enterprise, DISA and Computer Network Defense service provider missions
  • Perform triage for all incidents and acts as a conduit for all other Network Assurance functions internal and external to CONUS in support of DISA Command Center and Field Security Operations for functions such as Command Cyber Readiness Inspection, Vulnerability Assessment scanning, CNDSP inspections, and Red-team and exercise support
  • Provide 24/7 support by performing C2 and situational awareness, integrated Network Operations collaboration with Network Assurance Watch Officers and CNDSP incident and task order management


Advanced Threat & Fusion/Mission Integration Section (RN332)

  • Develop, create and disseminate actionable intelligence based Cyber Fusion products that will enhance the DISA’s ability to monitor, detect, analyze and defend Computer Network Defense service provider subscriber and DISA Enterprise networks against existing and emerging threats
  • Leverage intelligence community products, collaboration and information sharing, advanced research and analysis techniques
  • Support DISA Network Assurance Real-Time Analysis operations through continuous threat trending, recommends prioritized detection through garnered Intel, and provides targeted deep network analysis and forensics triage functions
  • Central focal point for DISA Network Assurance strategic, technical and operational projects validation and implementation
  • Synchronize internal and external technology requirements through operational assessments and validation
  • Ensure Network Assurance roles and responsibilities, C2, Continuity of Operations are included during CONOPS development
  • Develop and synchronize all Net Assurance technical training events and exercise planning; manages tactics, techniques and procedure development, and performs knowledge management and portal maintenance and workflow


Gateway Services / Ops Support Branch (RN34)

  • Provision Gateway Access Authorizations in support of the global tactical community. Extend DISN services from the Enterprise Infrastructure to Ground Mobile Forces via Gateway SATCOM transport to meet COCOMs, MILDEPs, and other Government Agencies’ mission requirements during real-world contingencies as well as peacetime exercises


Operational Engineering Division (RN5)
Operational engineers for the DoD Information Networks, providing problem resolution, systems integration, network implementation and testing, quality assurance, and advanced customer support of the Enterprise Transport, Internet Protocol and Service networks.

  • Network management, integration, engineering and analysis including hardware and software life-cycle support and upgrades, activation of new sites and perform on-site commissioning of new nodes, and implementation of new technologies and capabilities
  • Problem management including network and trend analysis and incident escalation
  • Configuration management including management and maintenance of all network element configurations, access, and permission levels for all users. Network configuration backups on all managed equipment
  • Performance management and network quality assurance including metrics and Service Level Agreement compliance. Strategic modeling for events as well as circuit placement
  • Circuit management including engineering for request fulfillment and installation, test and acceptance
  • Security management including management of the Information System Security Program for services support


Transport Engineering Branch (RN51)

  • Conduct engineering analysis, modeling, fault isolation, configuration management, network performance, security, and determines network modifications
  • Engineers and implements reach-back DISN services, through the Gateway Access Request and Gateway Access Authorization process, in support of deployed DoD users within CONUS and Southwest Asia theaters
  • Provide advanced level implementation and integration support for transport services and provides trouble resolution of DISN and customer circuit problems


Services Engineering Branch (RN52)

  • Conduct engineering analysis, modeling, fault isolation, configuration management, engineering analysis, modeling, fault isolation, configuration management, network performance, and security
  • Engineers and implement reach-back DISN services through the Gateway Access Request and Gateway Access Authorization process for Internet Protocol Convergence and STEP IA, in support of deployed DoD users
  • Provide engineering support for CONUS NIPRNet, SIPRNet, IAPNET, Armed Forces Health Longitudinal Technology Application, and DISN Communications Network, DSN, DRSN, and global support for PushKey, VoSIP, SME-PED, and DISN-LES networks
  • Provide advanced level implementation and integration support for IP services and provides trouble resolution of DISN and customer circuit problems


Network Engineering Section (RN521)

  • Identify and perform operating system and hardware life-cycle support and upgrades
  • Perform incident and problem management, document in Global Ticket Management System and engineer and schedule new equipment installs and replace faulty hardware
  • liCollect performance metrics and trend analysis on operational networks for proactive fault prevention and analysis on component failures, network/node outages, and network performance parameters


Configuration Management Section (RN522)

  • Perform customer access requirements analysis, engineering, Initial, Testing, and Acceptance and configuration management of those circuits/services
  • Perform tactical capacity planning (modeling) for new customer requirements and events such as hurricanes
  • Manage and maintain network element configurations, access, and permission levels for all users


Switched Services Branch (RN53)

  • Provide engineering support for CONUS DSN, DRSN, and Unified Capabilities (UC) converged networks
  • Conduct engineering analysis, modeling, fault isolation, configuration management, network performance, and security
  • Provide advanced level implementation support for UC Services and provides trouble resolution of DSN and related customer circuit problems


Quality Assurance Branch (RN54)

  • Conduct performance evaluations, commissioning, and quality assurance for the DISA CONUS area of responsibility
  • Provide advanced level implementation support for DoD Information Networks
  • Provide our mission partners with vital resources for the sustainment of DODIN resources


Information Systems Division (RN6)
Provides quality customer service and prompt, reliable situational awareness in support of Information Systems.

  • Responsible for the availability, integrity, authenticity, confidentiality and non-repudiation of all data supporting the DISA CONUS Field Command and the Global NetOps Support Center
  • Provide all mission-essential organizational data, voice, and video information services within DISA CONUS
  • Provide 24x7 Global Support to Users of the Operation Support System (OSS) via the OSS-Global Support Cell (OSS-GSC) team
  • Provide information systems security for all systems within DISA CONUS
  • Provide assistance to Tech Director
  • Provide IT budgeting for Command
  • Provide IT procurement execution
  • Provide COOP planning and support


Infrastructure Support Branch (RN61)

  • Provide technical support and systems administration for DISA CONUS systems - Office Automation (DISANet), Local Area Network, VoIP/telephone, and Audio/Visual services
  • Provide local area network support in planning, designing, installation, and maintenance of the internal network
  • Serve as the Customer Service Desk for trouble management of DISA CONUS user issues


Systems Administration Branch (RN62)

  • Provide Systems and Network Administration (Tier II Support) for the DISN OSS Element Management Systems and Support Systems
  • Provide Administration and Support (Tier II Support) for the DISN OSS Network Management Systems and Service Management Systems
  • Provide Information Assurance support for DISN OSS
  • Provide software, database, web, and knowledge management support for the DISA CONUS and OSS enclaves


Information Assurance Management Branch (RN63)

  • Provide Information Assurance support for DISANet and DISA CONUS mission assets
  • Serve as the Command Information Assurance Manager


CONUS Request Fulfillment Division (RN7)
Serves as the dat-to-day interface for DODIN access for seven Combatant Commands (their compnents key sites), National Leaders and other DoD/non-DoD agencies, customers and suppliers in bridging DISA products and services. Orders and delivers the customer mission communication requirements that customers request from the DODIN Service Catalog.

  • Process orders and delivers DISN services and capabilities for customer
  • Execute orders and delivers service transitions of voice/data/video circuits from existing commercial contracts and technologies to the DISN common-user services or new commercial contracts
  • Coordinate all implementation activities with the customer, commercial vendors and DISN stakeholders
  • Serve as the day-to-day customer interface for DISN access


RF Transition & Customer Project Management Office (RN7_A)

  • Process orders and delivers DISN services and capabilities for customer
  • Execute orders and delivers service transitions of voice/data/video circuits from existing commercial contracts and technologies to the DISN common-user services or new commercial contracts
  • Coordinate all implementation activities with the customer, commercial vendors and DISN stakeholders
  • Serve as the day-to-day customer interface for DISN access


Quality Control Branch (RN71)

  • Review, coordinate, evaluate processes, manage, and track CONUS and CONUS-OCONUS customer requirements for communications service and equipment solutions on DISN/commercial contracts
  • Implement provisioning directives, policies, procedures, and standards
  • Ensure requirements are validated, funded, complete, accurate, and provides audit trail
  • Evaluate, validate, allocate resources, orders, and implement service to the appropriate service networks, transport, or commercial leased long-haul communications networks
  • Develop cost-effective, technically correct, operationally responsive, compliant solutions
  • Apply technical solutions based on established policies, procedures, and standards
  • Engineer/allocate appropriate DISN solutions
  • Issue timely, accurate provisioning documents
  • Measure quality of requirements and handle escalation of contractor issues


Escalation Branch (RN72)

  • Review, coordinate, evaluate processes, manage, and track Global customer requirements for DISN provided Mobile communications services and equipment
  • Serve as the customer day-to-day interface and advocate with other DISA elements, commercial vendors, and others on issues and concerns relative to CONUS Request Fulfillment activities
  • Respond to inquiries regarding CONUS Request Fulfillment activity via telephone, e-mail, written correspondence, or personal contacts
  • Facilitate customers’ development/submittal of TSRs
  • Develop/perform CONUS Request Fulfillment activity oriented customer training
  • Elevate and keep important customer issues on "front burner"
  • Facilitate resolution of issues escalated from provisioning team which prevent the processing of submitted requests
