COMSATCOM CENTER (NSK)

MISSION

Deliver operationally responsive, customer-focused, and cost-effective commercial SATCOM services to the DoD and other government agencies. Three divisions make up the COMSATCOM Center: CSD, ASD, and EMSS. The COMSATCOM Center provisions new requirements for Fixed Satellite Service (FSS), provides technical planning and support for Mobile Satellite Service (MSS), synchronizes the Regional SATCOM Support Centers (RSSCs), Global SATCOM Support Center (GSSC) vendors and users to solve operational issues, and provides engineering support to users for design and deployment of COMSATCOM services.

FUNCTIONS

  • Plan, develop, coordinate, and administer the Department of Defense (DoD) SATCOM Program, providing the warfighter with commercial SATCOM services in a responsive and cost-effective manner.
  • Translate warfighting requirements from the combatant commanders, services, and agencies (CC/S/A) into sustainable provisioned solutions.
  • Provide direct support to the Global and Regional SATCOM Support Centers; advise principles from the Office of the Secretary of Defense (Assistant Secretary of Defense for Networks and Information Integration (ASD(NII))), Joint Staff, and CC/S/A; and routinely interface with principles from the commercial SATCOM industry.
  • Provide cost monitoring, budgeting, resource management, space management, and reporting for commercial SATCOM services.
  • Interact with ASD(NII); Director, Plans, Analysis, and Evaluation; Joint Staff; Defense Procurement Acquisition Policy; and others in integrated product teams and other forums, providing analysis and status of existing and proposed acquisitions.
  • Conduct business and technical analysis of existing contracts, identify warfighter and industry trends, and administer business process re-engineering to improve affiliated processes, revise acquisition strategies, and implement guidelines.
  • Support warfighter procurements by administering proposal processes, overseeing system integration, and providing ongoing warfighter customer care and contract administration.
  • Champion technical working groups with warfighter representatives and support DoD requirements processes to define and document warfighter capabilities as a precursor to new acquisitions.
  • Collect market data and interface with the commercial SATCOM industry to educate our suppliers, understand market dynamics, and better align the acquisition strategy.
