MISSION
Synchronize DISA’s net-centric solutions across the Global Information Grid (GIG) in concert with other services, agencies, Joint Staff, and the Assistant to the Secretary of Defense for Networks and Information Integration (ASD(NII)) to deliver responsive, protected, and efficient full-spectrum warfighting support assuring global decision superiority and continuity of operations (COOP). Produce fully coordinated GIG Operations (GIG OPS) knowledge and decision products.
MISSION ESSENTIAL TASKS
- Synchronize, coordinate, and focus the full capabilities of DISA to provide GIG net-centric solutions to support joint and coalition warfighting forces in support of contingency missions and exercises.
- Provide DISA-wide integrated strategic support packages to combatant commands (COCOM) operation order command element annexes and no-notice COCOM crisis operations.
- Manage the operational joint readiness review process and provide agency-wide COOP plans and concepts.
- Provide sustained continuity of effort on concept of operations/operation plan needs and support senior executive-level decision making.
FUNCTIONS
- Coordinate integrated and uniform net-centric global network operations (NetOps) solutions to support Theater NetOps Centers’ (TNC) DISA-provided capabilities from cradle to grave.
- Ensures that DISA developed products satisfy the GIG OPS requirements and that the transition and end-state implementation plans are properly tailored and synchronized for TNC/Global NetOps Support Center use.
- Maintain DISA’s back-up telecommunications and automation. Review COOP program and budget proposals and operational and strategic planning.
- Participate in Joint Chiefs of Staff lessons-learned program.
- Coordinate and generate joint functional readiness reports and assessments and reporting to include requirements in support of the joint quarterly readiness report and the balanced score card.
- Develop and maintain the directorate’s mission essential tasks, to include standards, conditions, and measures, and ensure their linkage with the COCOM joint mission essential tasks and audible derivation.
- Track the operations directorate’s responsibilities, progress, and open actions on DISA director, COCOM, Department of Defense (DoD), and Joint Staff programs.
- Identify requirements and develop DISA COOP plans. Program and implement the GIG Operations Directorate’s COOP. Plan, organize, direct, and supervise execution of COOP exercises.
- Provide agency- and COCOM-related situation awareness and decision making coordinated assessments and courses of action with recommendations and implementation plans to the principal director.
- Develop and process, through Joint Staff and DoD levels, DISA-wide integrated strategic support packages to enable COCOM command, control, communications, and computers support and to obtain immediate, unprogrammed operations resources.
- Synchronize DISA’s net-centric solutions across the GIG in concert with other services, agencies, Joint Staff, and ASD(NII) to deliver responsive, protected, and efficient full-spectrum warfighting support assuring global decision superiority and COOP.
- Centrally plan and manage DISA’s support to Joint Staff and COCOMS for joint and multi-national exercises, experiments, and tests.
- Provide agency headquarters oversight and assistance in overall quality management of GIG OPS.
- Provide process guidance, implement best practices, and direct activities that ensure quality and reliability for the GIG, and ensure that Defense Information System Network (DISN) quality assurance program policies and procedures support DISA regional areas of operation. We create net-centricity through global standardization.
- Oversee DISA’s war funding requirements in support of Operations Enduring Freedom, Iraqi Freedom, Jump Start, and other contingency operations as they arise in the global war on terrorism. Specifically, the GIG Operations Directorate performs review, validation, and prioritization of the agency’s war funding initiatives and is responsible for ensuring that the agency’s war funding is used to meet current and relevant operational needs.
- Provide process guidance, standardization, and direct activities involving DoD gateway access request and authorization procedures for tactical and strategic missions requiring DISN access. Additionally, the GIG Operations Directorate maintains the contingency and exercise planning guide, which spells out the access process for all DoD users requiring access to the DISN through DoD gateways.
- Operates the DISA crisis action team to assist with collecting, analyzing, and facilitating validated COCOM requests for new circuits, trunks, service delivery nodes, and capabilities to support DoD contingency missions, disaster relief, or humanitarian relief operations.
